In December 2011, North Carolina was named with eight other states as a winner of the Race to the Top – Early Learning Challenge Grant (Rtt-ELC) competition jointly administered by the U.S. Departments of Education and Health and Human Services. The State of North Carolina was awarded funds to implement several key initiatives to improve early learning and development programs and state systems supporting young children who are disadvantaged. Among these initiatives is a project activity that will create family engagement (F-E) technical assistance “hubs” across the state, leveraging the expertise of N.C. Head Start and Early Head Start programs to lead them.
